Repatriation of Expatriates: overcoming barriers and understanding issues for the HR Practitioner

1.0 Introduction

An increasing trend of MNC’s is taking part in an International context. According to a recent survey of MNC’s, there are over 850.000 subsidiaries of MNC’s operating worldwide, currently managing over 150.000 expatriates (Colakoglu & Caligiuri, 2008). According to Harvey & Moeller (2009), MNC’s must develop a pool of managers that has an increasing global mindset to cater for the increase of competition in an International context. Desired outcomes of expatriation can vary. One of the outcomes is the transfer of knowledge. Lazarova and Cerdin (2007) stresses that transfer of knowledge can assist the MNC to determine how their business unit is performing in the host country and identify needs associated with increasing performance and transfer of knowledge therein. This “transfer of knowledge may fail if the repatriation process is not being considered before; during and after the International assignment has taken place. ...paper is to investigate the following expatriate issues as related to the hospitality industry, from the perspective of practitioners: the most important management skills hotel expatriates should possess, whether these skills vary by the country of origin of the expatriate and parent company, and the most effective cross-cultural training activities provided by hotel companies. Design/methodology/approach – Data for this exploratory study was obtained from a sample of 66 respondents from lodging organizations with membership in the International Hotel and Restaurant Association (IH & RA). Data was collected by means of self-administered, web-based surveys. Findings – Participants in this study indicate that expatriate management skills vary in importance for hotel expatriates. The results of the analysis of variance demonstrate that the importance placed on the different expatriate management skills varies based on country of origin of both the expatriate and the parent company. Respondents and companies originating in different countries place more importance on certain expatriate management skills than others. These professionals that are being recruited from other nations are called expatriates, and they are chosen to live in another country either temporarily or permanently. What right do we have to do that? One of the most famous examples of an argument over repatriation of artifacts relates to the marble sculptures (the Elgin marbles) removed by the British in 1803 from the Parthenon. The fact is the Greeks had both legal and moral claims over these ancient artifacts. In the US antiquity that was exported and also excavated illegally is defined as stolen property. One can very easily argue that these marble statues are stolen property and they were seized by British explorers and have not been returned. However I find that the moral arguments for the return of these marbles far more effective as the Parthenon is now a thriving tourist attraction that teaches many about the culture and history of the ancient temple and world. By not having these statues one can argue once more about the incompleteness of the temple and therefore the culture and history. The temple both can and should be made whole again- therefore in this sense I believe that repatriation is an expression of justice.
