Re: Implementing Smoke-free environment

The purpose of this memorandum is to recommend the implementation of a smoke-free living environment at the Rialto-Capitol Condominium. As you know, last year the Tower Grand was the latest residency opened here at The Beacon and the first to be a smoke-free living environment on campus grounds. Second hand smoke is harmful and hazardous to the health of the general public. It is the combination of smoke from the burning end of a cigarette and the smoke exhaled by smokers (1). The U.S. has attempted to reduce the use of tobacco by eliminating its use in public places, including bars, restaurants and parks. However, one of the main places people are exposed to secondhand smoke is in the home. Therefore, in order to reduce the involuntary exposure to tobacco smoke for non-smoking residents, I recommend the implementation of a smoke-free environment in the building.
According to the U.S. Surgeon General, the chances of developing lung cancer increase 20 – 30% when living with a smoker(2). Since June 2012, New Jersey has had a smoke free law that prohibits smoking in indoor public areas and it’s also allowed communities to Enact local smoke-free laws (2). As a mini community ourselves here at The Beacon, banning the use of tobacco inside common and residential areas would benefit the majority of the residents living here.
There are many families with young children and pets living in this community, and, since there are no designated smoking areas, most smokers tend to smoke near the dog park or the playground on the campus, as well as Overlook Park where many parents take their young children and pets to enjoy the views of Manhattan. The information was gathered from an interview with Francois Giguere the former General Manager and Executive Vice President. The way in which we deal with foreign policy not only affects the American economy, but also American security. One ongoing foreign policy topic of significant importance is “promoting peace and security in Israel and the Middle East.” A problem exists with security and peace in Israel and the Middle East and the area has had a high degree of violence since the creation of the Israeli state in 1948. The initial United Nations partition plan in 1947 aimed at the creation of two separate states; this however never occurred with Israel gaining more territory from the surrounding areas in the decades following. American involvement in the area has changed over time from that of ardent supporter of Israel to that of broker of peaceful negotiations among Israel and neighboring countries, and Israel and the Palestinian community. For the United States and the global community at large, stability and peace in the Middle East is an important issue. The only viable solution is the creation of two separate states, allowing the Palestinian Authority to have autonomy over a Palestinian state in the occupied areas of the Gaza Strip and West Bank.
