Krugman is the outstand- ing international economist among his generation and has played a leading role in virtually every important development in international economics during the past decade, making path-breaking contributions to the "nonmonetary" theory of international trade and, in the study of open-economy macroeconomics, to the analysis of the determinants of exchange-rate movements. While in its sheer volume Paul Krugman's scholarly output has been nothing short of phenomenal, the quality of the individual papers and their impact has been still more impressive. If he has not been the sole contributor to the major reorientations with which his name is associated in our thinking about international economics, and about economics more generally, it must be acknowledged that in remark- ably many instances he was first and most influential.
Paul Krugman joined The New York Times in 1999 as a columnist on the Op-Ed Page and continues as professor of Economics and International Affairs at Princeton University.Mr. Krugman received his B.A. from Yale University in 1974 and his Ph.D. from MIT in 1977. He has taught at Yale, MIT and Stanford. At MIT he became the Ford International Professor of Economics.Mr. Krugman is the author or editor of 20 books and more than 200 papers in professional journals and edited volumes. His professional reputation rests largely on work in international trade and finance; he is one of the founders of the "new trade theory," a major rethinking of the theory of international trade. In recognition of that work, in 1991 the American Economic Association awarded him its John Bates Clark medal, a prize given every two years to "that economist under forty who is adjudged to have made a significant contribution to economic knowledge." The current contract is a fixed price award fee, but recently we went to a briefing given by the Air Force on a relatively new type of contract incentive called Award Term and are considering this as an option. There has been much discussion on what type of contract we will use for the re-compete for the follow on contact. In this paper I will cover the background of the award term incentive acquisition, compare different types of contracts, discuss the pros and cons of the award term method, and whether it meets the Competition in Contracting Act (CICA) requirements. If you search the Federal Acquisition Regulation (FAR) for award term incentive, you won’t find it there. It was designed by Mr. Thomas Jordan in 1997 at Kelly Air Force Base. He used it on a task order contract for the Air Force’s Aeronautical Systems Centers award to McDonnell Douglas Corporation for services on the F-15C aircraft. The contract had a seven year base period, which the contractor could extend to 15 years by rendering excellent service. This type of incentive was not in the Federal Acquisition Regulation (FAR), but was comparable to the award-fee incentive-type contract found in the FAR Part 16.405-2 [1]. Due to successful Japanese efforts, U.S. industries began to discover the competitive advantages that quality could bring and how the lack of a quality system could bring an end to business. With customers demanding quality and competitors responding to such demands, businesses turned to total quality management (TQM) as the key to enhance overall performance. As customer expectations increased and performance improvement initiatives were implemented, quality evolved from a product specific focus to an organizationwide effort, from a separate manufacturing function to a strategic business initiative. The quality function was expanding, and with that came new practices concerning continuous improvement. In the late 1980s and early 1990s, several countries established programs to recognize the inventive, yet effective, quality practices taking place—once again, after Japan, which began honoring quality practices in the 1950s. ...DORIAN SHAININ AWARD MEDAL Purpose and Background The Dorian Shainin Medal was established in 2004 by the American Society of Quality (ASQ) to honor a quality paradigm pioneer, consultant, engineer, author and college professor Dorian Shainin (September 26, 1914 - January 7, 2000)[i]. The medal is awarded to individuals that demonstrate an outstanding use of unique or creative applications of statistical techniques in the solving problems related to the quality of a product or service[ii]. The nomination forms for the first Shainin Medal were presented at the Annual Quality Congress (AQC) in Toronto May 24-26, 2004. ...Purpose and Background The NOVA Award was created by the Construction Innovation Forum in 1989 to recognize and encourage advancement and improvement in all areas of the construction industry. The Construction Innovation Forum, founded in 1987 is an international, non-profit organization formed to recognize innovations in the industry that improve quality, efficiency and most importantly, cost. Support and Analysis Per IRC §104(a)(2), any damages (excluding punitive) received on account of personal physical injury are excluded from gross income. Therefore, both $75,000 for emotional distress and $200,000 for pain and suffering are a result of the injury and can be excluded from income. Treas. Reg. §61.1-14(a) specifies “for example, punitive damages…are gross income” meaning that the $150,000 of punitive damages from this lawsuit are considered gross income. These are considered income because the punitive award is primarily to punish the wrongdoer, and is not compensatory for the physical injury. However, IRS publication 4345 (Rev 4-2015) explains that income received for reimbursement of medical expenses that were deducted in previous returns must now be included in gross income for the current year, because the taxpayer has already enjoyed the benefit of medical expenses write-off previously and cannot “double dip”.
